Interesting design. In axolotls, those "frills" are actually gills. I'm wondering are these gills as well? If so, then hopefully there is a respiratory system as well because it looks like a very obvious weakness for the creature. Or is it exclusively a marine animal? Rising above the water surface like that would be very dangerous.
